Darth Harper and the Young Jedi Dems

From the Journal Gazette:

When discussing the support for the two candidates for the Fort Wayne City Council’s 4th District on Sunday, we failed to mention one of the odder endorsements.

Democrat Chris Stewart touted the unsurprising endorsements of Tom Henry and Councilman Tom Hayhurst, D-4th, who is not seeking re-election.

Republican Mitch Harper, however, has received the support of the Democrat who won this year’s primary for the council seat. Charles Langley posted his support for Harper on his Web log, www.fwadfontes.blogspot.com. Langley dropped out of the race this summer because of a new work commitment and idol-worship of Mitch, and was replaced on the ballot by Stewart.


Harper was also endorsed by our own Jeff Pruitt here at Fort Wayne Left.

Charles and Jeff, I truly enjoy your company at our weekend breakfast meetings. Moving forward, however, I will not be leaving my coffee cup unattended in your presence! If I have a "nature call", and Robert is not in attendance, I will NOT return to our table afterwards. Whatever you guys are imbibing shall not pass by these lips!

If you persist in being pulled towards the dark side, I will have no recourse but to call in Obi Win k'Moses to retrain you in the ways of the Progressive Force! Consider yourself as having been warned. . .

Who Ditched Mitch (or The Case of the Missing Billboard)

This morning, as I passed through Time Corners, I glanced over at Chris Stewart's billboard on the corner. I immediately noticed that the billboard to the right of his had been changed since the day before; it now read "IAFF for HARPER". I chuckled and thought how imitation is the sincerest form of flattery and wondered who decided to put it right beside Stewart's. At least the left and right sides were in correct placement. . .

But, when I passed by the same sign this afternoon, it had been changed again! To this:


So now I'm left to wonder why an ad for Harper went up, seemingly in the middle of the night, and then disappeared within a few hours. Was it a prank? Was it installed on the wrong billboard? Does anyone have any information about this that they'd like to share?

Barry Welsh Endorses Tom Henry

Sixth Congressional district candidate Barry Welsh has endorsed Tom Henry while simultaneously slamming Congressman Mike Pence for his support of Matt Kelty. Pence has become a caricature and his support for Kelty should not surprise anyone considering he has a history of interacting with individuals of questionable character.

Welsh Endorses Henry in Ft. Wayne Race/Pence Support of Kelty Raises Character Questions

CONNERSVILLE, IN - The contentious Fort Wayne, IN mayor's race has been a political flashpoint for Indiana Republicans in this year's municipal election season, with indicted Republican candidate for mayor Matt Kelty faced with wholesale defections from his campaign, lackluster support from his own party members and in a particularly embarrassing moment, withdrawal of the support of Indiana 3rd Congressional District Representative Mark Souder's endorsement.

In contrast to Souder's retracted endorsement, Representative Mike Pence, as he does with President Bush, stands in lock step with Matt Kelty, once again bringing Pence's alignment with politicians of questionable character into the public eye.

Democratic challenger Barry Welsh, the nephew of former Indiana Governor Matt Welsh and a United Methodist Minister on sabbatical to campaign full time in the rematch with Congressman Pence, has dogged Mr. Pence in recent years by raising questions about his choices; from Mr. Pence accepting contributions from and support of disgraced former Speaker of the House Tom Delay, for his fundraising dinners at convicted felon Jack Abramoff's exclusive restaurant Signatures in 2003, and also for his support of such recent scandalous luminaries as Idaho Senator Larry Craig, talk radio host Rush Limbaugh, child predator ex-Congressman Mark Foley, and now the indicted Fort Wayne GOP mayoral candidate Matt Kelty who's November trial on felony campaign finance irregularities will soon begin.

At a GOP fundraiser held in Fort Wayne on Monday night, according to a story in the October 30th Fort Wayne Journal-Gazette, Pence was the only speaker at the event to publicly embrace Kelty after several speakers rose to speak while avoiding mention of the mayoral election. Pence praised Kelty for "persevering in his campaign with grace under fire" [1] according to the Journal-Gazette.

Barry Welsh said in response, "Congressman Mike Pence's support for Matt Kelty is merely the latest in a series of bad judgments and questionable associations. He tells us Iraq is like Indiana, and then on the heels of his support of President Bush's veto of the SCHIP children's health program Mr. Pence further displays his blind party loyalty and all but total disregard for his constituents by supporting a candidate in Matt Kelty that has already violated citizen trust by questionable campaign activities. When Hillary Clinton learned of illegal campaign funds, she returned them. Congressman Pence refused to return the tainted funds from Tom Delay, and now stands alone in support of Matt Kelty, and the citizens of this district can clearly see the difference in the two political parties and they also see the constant mistakes Congressman Pence is making. "

Congressman Pence apparently is still supportive of the embattled Kelty campaign and continues to endorse and praise him at every opportunity. His letter of encouragement continues to be displayed on the Kelty campaign website [2] and this most recent statement in public raises concerns that Pence lacks the judgment necessary to serve as the 6th District's representative to Congress. Questionable judgment, a record of ignoring his constituents, and associations with morally repugnant and unsavory personalities clearly show that Pence's

judgment is flawed and will force voters to question if he is the kind of person who should be entrusted with power.


Voters have a moral alternative on the ballot in Fort Wayne's mayor's race this year in Democratic candidate Tom Henry and will have Barry Welsh on the ballot in November 2008 to make the right decisions. Barry Welsh endorses Tom Henry for mayor of Fort Wayne and is in complete support of his candidacy. "I am proud to support the honorable Democratic candidate Tom Henry and endorse his candidacy for mayor of the Summit City of Fort Wayne" Welsh said.

Does Anyone Take the Election Board Seriously?

My communications with the election board lead me to believe they are going to call Matt Kelty's failure to file a CFA-11 for Dan Turkette's contribution a "late filing". Give me a break. The only reason it was filed at all, 5 months late, is because I reported it missing. If one uses the election board's logic then the very act of identifying a report as missing would make it a "late" filing. In other words, there is no possible scenario that anyone could get in trouble for not filing a report.

When Robert Enders filed the LPAC report a few days after the deadline - that was a late filing. When a candidate indicted on 7 campaign finance related charges retroactively files a report after a citizen complaint - that is a failure to file. Is there any other board in all of Allen County that is as ineffective and in need of a complete overhaul than the Allen County Election Board?

Stewart stumps while Harper's hush hush

On October 12, I posed the question "Who's Your Man, Mitch?", in reference to Mitch Harper's exceedingly quiet position on which mayoral candidate he supports. It turns out that Chris Stewart also would like to have that question answered:

Chris Stewart, the Democrat seeking the 4th District Fort Wayne City Council seat, last week sent out a statement touting the fact Democratic mayoral candidate Tom Henry and sitting Councilman Tom Hayhurst, D-4th, are endorsing his candidacy.

A Democrat getting endorsements from other Democrats in a general election is almost never a big deal, but what was more interesting was that Stewart questions where his opponent stands in the mayor’s race. While Stewart says he supports Henry – again, no surprise – he said Republican Mitch Harper has been exceedingly quiet when it comes to which mayoral candidate he supports.

“Right now it’s unclear where Mitch stands, and that calls into question his willingness to work with the next mayor,” Stewart said in a statement.

Only in this year’s election would this become an issue. With the local Republican Party split over whether to support embattled nominee Matt Kelty, it is apparently a campaign issue whether Republican council candidates support their mayoral nominee.

Harper could not be reached for comment, but when addressing the Republican Lunch Club this month, the slate of council candidates spoke about the importance to work for the party and to elect a strong council majority. What wasn’t mentioned by any candidate? The need to elect Kelty.

Chris Stewart and Karen Goldner have both run strong grass roots campaigns that have involved lots of time and shoe leather. Neither one of them needs to hope for a ride on Tom Henry's coat-tails. But, with Republican opponents who are afraid to even announce their support for Matt Kelty, they may get that added boost anyway.

1977 Ft.Wayne Caricature Map

This is a 1977 caricature map by Caricature Maps, Inc. of Kokomo, Indiana. I remembered seeing this around town when I was a teenager and, if memory serves me, they retailed for $20 back then. I stumbled across this one at a flea market a number of years ago, and snatched it up, stains and all, for the tidy sum of $5.



It seems that these maps were advertising-driven; you could tell the level of contribution/support from local businesses based on the size of their representation on this caricature. This thing reads like a "who WAS" in the Summit City thirty years ago! Some closer views:

Senator Lugar Endorses Liz Brown & Ignores Matt Kelty

I previously wrote that I was little surprised that Senator Lugar had not done a fundraiser or offered Matt Kelty any kind of public endorsement. This is strange because Kelty highlights the work he's done for Lugar and even has a picture with him on his website. But now one must really wonder what's going on between Lugar and Kelty because Lugar has publicly endorsed Liz Brown in a recent mailer (shown below).

What does it say about Matt Kelty that Senator Lugar won't do a mailer for him but will for Liz Brown? I think it says Lugar agrees that Kelty should not be our next mayor...

Jim Bopp Slams Brownback for Pro-Rudy Comments

Looks like our local Kelty supporter/attorney, Jim Bopp, is back in the news because he is irate that former presidential candidate Sam Brownback is giving Rudy Guiliani a pass on his pro-choice position. Bopp is a supporter of Mitt Romney so one can imagine why he might be angry. However, publicly attacking Brownback before he's even made an endorsement is not particularly good politics; then again this is the same guy that helped send Matt Kelty's mayoral campaign into the tank because he wanted to further his own anti-campaign finance reporting agenda.

Note to candidates - avoid Jim Bopp at all costs...
One of the big stories of the day in GOP primary politics is conservative Senator Sam Brownback's new and eyebrow-raising assertion yesterday that he is suddenly "much more comfortable" than before about Rudy's abortion views. Brownback said this after meeting with Rudy yesterday.

Now there's been another key development in the story.

Jim Bopp, one of Mitt Romney's top social conservative supporters, just lashed out repeatedly at Brownback in an interview with me for his kind words about Rudy's abortion views, accusing Brownback in scathing terms of putting "personal benefit" before the pro-life cause.

"There's obviously something more going on here than fidelity to the pro-life cause," said Bopp, a legendary pro-life activist and lawyer who is an important voice for Romney because he vouches for his conservatism. "Brownback is angling for some personal political benefit by cozying up to Giuliani."

Bopp's stinging criticism of Brownback is somewhat surprising, because the support of Brownback, who recently dropped out of the Presidential race, is coveted by GOP candidates such as Romney because it would shore up their conservative credentials. Romney and Rudy are engaged in a heated war over the evangelical and social conservative vote.

Brownback's dalliance with Rudy, Bopp said, is "particularly surprising in light of his unwillingness to accept Romney's conversion, which happened several years ago. Now he is willing to accept Giuliani's statements of the last day or so."

"Giuliani is unequivocal -- he wants abortion to be legal," Bopp continued. "Brownback claimed that the raison d'etre of his campaign was protecting human life. "So the only way that you can look at what he is saying now and what he is doing now is that he is prepared to compromise the pro-life movement and cause to advance his own personal political agenda."

The suggestion here is that Brownback is cozying up to Rudy because he thinks the Mayor is on his way to winning the GOP nomination -- and that he's willing to throw the pro-life movement under the bus to be with the winner.

What Are You Doing to Help Henry Win?

As a political junky you have likely already made up your mind in this year's mayoral race. If you support Tom Henry then you also know how scary the thought of Matt Kelty as mayor actually is. All of you understand what is at stake but more importantly - what are you doing to help Tom Henry win?

It is not enough to show up on election day like everybody else. People like yourselves that are this engaged in local politics need to go the extra mile. We can all sit around and discuss things on the internet but at the end of the day we need to get people to the polls. Don't sit back and think you've done your part - you can do more. We're coming down to the final push towards election day and I am certain the Henry campaign would welcome your help.

This Saturday there will be a major grassroots effort to help spread the word about why Tom Henry needs to be our next mayor. Why not call Democratic headquarters and ask to volunteer for the Henry for Mayor campaign? Take part in the nuts and bolts of campaigning - it's actually quite fun. Don't sit back 2 years from now and regret the fact that you didn't do enough to get Tom elected.

Our Endorsement: Stewart for Fourth District

We all know that Jeff contributed to Mitch Harper's campaign in this race; however. . .as a Fourth District resident (Jeff is in the 3rd) and the editor of Fort Wayne Left, I am heartily endorsing Chris Stewart for City Council. Most of you are already aware of my support for Chris, and I was going to present you with a long list of my reasons for that support. But, as it turns out, most of my thoughts regarding the man have already been publicly expressed by people who carry far more clout than I ever will. The preceding endorsements from leaders in our community carry far more weight to myself and most other voters than the negative muckraking employed by "right wing attack white dogs". It would be very easy to go negative against the opponent in this campaign - there's lots of material to work with. And that's all I will say on that matter.

Why Isn't Senator Lugar Supporting Kelty?

Matt Kelty touts his previous work for Senator Lugar as part of his political experience and he even has a photo of him and Lugar together on his campaign website:
In 1994 he worked for Senator Dick Lugar's successful re-election campaign, and later worked in Dick Lugar's grass roots organizing campaign in Iowa during Lugar's presidential bid in 1995.

Considering Lugar is an extremely popular Senator and his appeal crosses party lines, why hasn't the Kelty campaign brought Lugar in to do a fundraiser? I can only imagine how much money that would generate. And let us not forget that Lugar has done fundraisers for previous Republican mayoral candidates so this wouldn't be out of the ordinary. So, given his previous fundraisers and his ties to Kelty, why has there been nothing of support from Senator Lugar?

When I think over my own work history I imagine that I could ask any of my previous bosses for a letter of recommendation and they would all oblige. Is a fundraiser not the political equivalent of a letter of recommendation? It's not as if Lugar has anything to worry about politically - he's not up for re-election until 2012 and last time he was the only Congressman/Senator that didn't have a Democratic challenger. I think it says something about Kelty's candidacy that Lugar is nowhere to be found...

Tom Henry on Mitch Daniels' Property Tax Plan

Here's what mayoral candidate Tom Henry had to say about Governor Mitch Daniels’ new property tax plan - you can read the press release here:
Finding a real solution to the property tax crisis is a priority issue for me. I know firsthand the pain it is causing Fort Wayne residents. Back in July, I challenged state elected officials to give emergency relief to those in need and to begin work immediately on a long-term solution.

I also pledged to do my part as mayor by delivering cost-effective, high-quality services and getting the most bang out of every buck. It’s why I will create a collaborative purchasing network when elected. Buying in bulk and passing the savings on to our citizens just makes sense.

So does addressing the property tax crisis. It is a leadership imperative for me. Because it is, I offer these comments on the issue and the plan put forth by Governor Mitch Daniels.

I commend the governor for his ideas, for acknowledging the need for immediate relief and for his willingness to consider all options, even amending the Indiana constitution. But I offer this caution: Before we write anything into this historic document that has served Hoosiers well for 156 years, I counsel the governor and state legislators to make sure that any changes made to it are in the best long-term interests of all citizens, in particular, the people of Fort Wayne.

I also urge that the choices made give more control, not less, to local jurisdictions. The people

of our counties, cities and towns and those they elect know best how to meet their own needs. Local leaders are already doing more with less and with fewer options to make their communities’ competitive and attractive. Flexibility and greater local control must be part of any long-term solution.

I know what I’m talking about. When I was on Fort Wayne City Council, I led the bipartisan effort to shift some of the burden away from property taxpayers. You can be sure I will continue that fight as your mayor on the home front, at the statehouse and anywhere the battle against higher taxes is waged.

Semantics of Property Tax Debate

"Circuit breaker" is not synonymous with "cap". When Mitch Daniels, and nearly everyone else in Indiana, uses the term "circuit breaker" they are actually describing a cap. I've included a snippet from the Institute on Taxation and Economic Policy that describes what a property tax circuit breaker actually is and how it differs from a cap:
State lawmakers seeking to enact residential property tax relief have two broad options: across-the-board tax cuts for taxpayers at all income levels, such as a homestead exemption or a tax cap, and targeted tax breaks that are given only to particular groups of low-income and middle-income taxpayers. One increasingly popular type of targeted property tax relief program is called a “circuit breaker” because it protects taxpayers from a property tax “overload” just like an electric circuit breaker: when a property tax bill exceeds a certain percentage of a taxpayer’s income, the circuit breaker reduces property taxes in excess of this “overload” level.

The circuit breaker is the only form of property tax relief that is explicitly designed to reduce the property tax load on those low-income taxpayers hit hardest by the tax. Circuit breakers offer several advantages over more general property tax relief measures:

  1. Circuit breakers are targeted to selected income groups. As a result, they are much less expensive than “across the board” property tax breaks—and the benefits go to the taxpayers for whom property taxes are most burdensome.


  2. The low-income taxpayers who typically benefit from circuit breakers do not itemize their federal income taxes, so this form of property tax relief is usually not offset by increases in federal income taxes. (By contrast, property tax cuts for wealthier taxpayers will result in a federal income tax hike, since these cuts will reduce the amount of state tax that wealthy taxpayers can write off on their federal tax forms).


  3. Because circuit breaker credit amounts vary with income, the use of these credits introduces an “ability to pay” criterion that the property tax lacks. Circuit breakers identify the individual taxpayers for whom property taxes are most burdensome and reduce their tax to a manageable level.

As you can see a circuit breaker is vastly different from a cap and our politicians and media do us all a disservice when they use the two interchangeably.

Political Notebook Covers Kelty's Missing Campaign Finance Form

Today's Political Notebook section of the JG briefly discusses my letter to the election board regarding Matt Kelty's campaign finance violation:
The Allen County Election Board might meet again to talk about the campaign finances of Republican mayoral nominee Matt Kelty.

The board is investigating a complaint that Kelty failed to properly disclose a $1,000 donation before the primary election. Jeff Pruitt, an author of a local left-leaning blog, asked the board Monday to investigate Kelty for not reporting a $1,000 donation given by Dan Turkette, the author of a local right-leaning blog.

Kelty’s most recent campaign filing shows he received $1,000 from Turkette on May 3. State law requires candidates to report contributions $1,000 or larger received after the pre-primary deadline of April 13 and two days before the election of May 8. Kelty did report several other large donations before the primary. The reports are due within 48 hours of a candidate receiving it.

Kelty on Tuesday filed the proper form listing Turkette’s May contribution, although he dated it Oct. 4.

Andy Downs, Democratic election board member, said the matter will be investigated and could result in a fine of up to $100. The board previously agreed to more strictly enforce deadlines.

Readers could interpret this complaint as some blog-war between myself and Dan Turkette. That could not be further from the truth. While we don't agree on some issues we are respectful of one another and this complaint had nothing to do with Dan - it just so happened his contribution was the one that wasn't reported.

Let me just say that the election board should investigate the matter and not simply declare this a "late filing". This was not late - it was never filed at all. It would have never been filed had I not made this public. Let me try and break away from the current Kelty campaign finance issues and discuss the election board in general.

This board does a great disservice to all candidates when it refuses to adhere to state campaign finance laws. The board never fines candidates and thus nobody is ever held accountable. So when a major issue/complaint does come forward there is precedent for ignoring it and calling it business as usual. If you ignore the minor violations but try to clamp down on the major ones, someone will always claim they are the victim of a partisan witch hunt. My advice to the election board would be to enforce all laws and draft a set of written procedures that tell candidates when they will be fined and what that fine will be.

Councilman Crawford Publicly Denounces AFA and Calls on Kelty to do the Same

Republican councilman John Crawford publicly rejected the American Family Association and their ad against mayoral candidate Tom Henry. He also called on Matt Kelty to condemn the message behind the ad and the AFA for running it. His comments came at the end of tonight's city council meeting and are shown below:
I want to go on record concerning the recent radio ad by the American Family Association. I repudiate this message and I strongly condemn the American Family Association for this campaign ad. The AFA is to be condemned in general for this type of shameful tactic and in particular for this ad. The ad is misleading and appeals to the base instincts of intolerance and bigotry.

The ad references an amendment to the Metro Antidiscrimination Ordinance as promoting the gay rights agenda. The only agenda that ordinance promoted was the human agenda - the desire of all people to not be discriminated against. All that ordinance said was that an employee with a good work record should not be able to be told one day he or she is being fired exclusively for their sexual orientation anymore than for their race, sex, age, or religion. The ordinance no more promoted the gay rights agenda than it promoted the agenda of any other group that wants to not be discriminated against. I am fiercely opposed to any form of discrimination against any group and I was proud to vote for that amendment.

It is not just the right thing to do, it is vitally important for this city to be progressive and welcome all groups here if we are to have the strongest economy and city we can have. I commend Allen County Republican Party Chairman Steve Shine for going on record with his concerns about this ad. Republican candidate Matt Kelty should also condemn the message of this ad and the AFA for running it unless he agrees with the message. This is the most reprehensible campaign ad I have ever encountered in this area, and I think it is important for candidates to repudiate it.

Kudos to Crawford for publicly condemning this ad and the AFA. Meanwhile the AFA is now going after Steve Shine.

What Might Have Been

Imagine if local officials automatically discarded public works projects, despite supportive evidence of their positive impact, based solely upon the opinion of a public that may not have enough information to arrive at an informed decision. Harrison Square? No, despite similarities, this was a far greater debacle that occurred over 60 years ago. . .

It may have directly caused the decline of our inner city (Although I think the Eden Green "project" had more of an impact on that), or maybe it prevented a larger negative impact upon the core of Fort Wayne. We'll likely never know. . .but one thing IS sure: The conservative mindset of our fair town HAS held us back in the past. Will we repeat our mistakes or learn from them?

Karen Goldner Wins JG Endorsement

I'm sure most of you already saw that Karen Goldner got the JG endorsement but I wanted to post about it nonetheless:
Voters in the 2nd District can’t go wrong no matter which of the major party candidates they select for City Council. Nine-term incumbent Don Schmidt has a long track record as a fiscal watchdog. Democratic challenger Karen Goldner is a former high-ranking city official well acquainted with city government and especially knowledgeable about economic development.

While either candidate would represent the district well, we give the edge to Goldner.

I think this is the most interesting race to watch. Karen has run what appears to be an extremely effective campaign combining grassroots (knocking on every door) and traditional (impressive fundraising) campaign methods. Meanwhile the old-school analysts seem to think this won't make a nickel's worth of difference but I'm not so sure. Personally, I think this will be the only competitive district race come election night.

The real question is will Karen's efforts lead to victory? If so, I think you're likely to see a wholesale change in the philosophy of future local campaigns. This litmus test, if for no other reason, makes this the race to watch...

News Sentinel Covers Kelty's Missing Campaign Finance Report

Kathleen Quilligan has a story in today's NS about my letter to the election board regarding Matt Kelty's missing campaign finance report.
Jeff Pruitt, a contributor to the blog Fort Wayne Left, wrote the election board Monday, saying the Kelty for Mayor campaign did not file the appropriate paperwork after it received a $1,000 donation from Kelty supporter and fellow blogger Dan Turkette.

The donation was received by the campaign May 3, which was after the pre-primary finance report deadline, April 13. According to Indiana statute, candidates are required to file paperwork listing contributions of $1,000 or more after that deadline until 48 hours before the primary election.

"I hope that they apply the law as it's supposed to be applied, because I don't think they did last time,” said Pruitt, adding he wasn't sure if his reading of the law is correct.

Kelty said his campaign became aware there was a question that they filed the correct paperwork for the contribution after the Election Board closed Monday night. He said the campaign was looking through its files to make sure the donation was recorded properly, and if it discovered there was an oversight, it would talk with the Election Board this morning.

“In the closing days of the election, all kinds of checks come in,” Kelty said.

Readers might remember that although "all kinds of checks come in" right before the primary the only one that happened to not have a supplemental filing was Dan Turkette's. I hope to have more on this later today.

Quilligan's article states that the fine for a late filing can be up to $100. But let's not kid ourselves, this isn't a late filing, this is a failure of the Kelty campaign to file the required report. So what's the penalty for that?

Sec. 14. A person who fails to file a report with the proper office as required by IC 3-9 commits a Class B misdemeanor.

Class B misdemeanor

Sec. 3. A person who commits a Class B misdemeanor shall be imprisoned for a fixed term of not more than one hundred eighty (180) days; in addition, he may be fined not more than one thousand dollars ($1,000).

Are Republican Donors Getting the Blues?

Sylvia Smith recently penned her thoughts on the ever-changing make-up of the world of campaign contributions here in Hoosier Land:

You'll need your wits about you for this column, so get a cup of caffeine. I'll wait.

Ready? Grab a pencil. Which of these statements are true?

• Of President Bush's most generous Hoosier donors in 2004, more than half have lined up behind one of the contenders for the 2008 Republican nomination.

• The Bush backers (who contributed $1.7 million to his '04 campaign) have ponied up more than $1 million for the presidential candidates they support this time around.

• You couldn't pay the Hoosier Bushies to write a check for Hillary Clinton.

Answers: False, false, false.



It turns out that many financiers of Bush and company have been demoralized by a number of factors such as Iraq, Katrina, sex scandals, etc. Sylvia provides a well-known local businessman for an example:

Take Dick Waterfield, for instance. The Fort Wayne Republican gave $500 to Barack Obama's campaign this year in part because one of his best friends hosted a fundraiser for Obama in Indianapolis. But Waterfield was also curious.

His curiosity has been fertilized over the past four years by the Bush administration - and that brings us back to the point about the halfhearted interest so many Republicans have these days in their party's contenders.

Waterfield described a litany of disappointments - the Bush administration's arrogance toward other countries, particularly U.S. allies; the effort by some in the party to “push us into some kind of religious war”; and the war in Iraq.

And this is from a guy who has contributed $4,000 to Bush's election campaigns.

So now, Waterfield said, “Do I consider myself less of a Republican than I used to? Yes.”

The Bush legacy is in the numbers: Hoosiers have given more money to the Democratic presidential candidates this year than to Republicans. The group of well-heeled Hoosier Republicans who supported Bush-Cheney in the past is by and large taking a pass this year, at least when it comes to the presidential race. Nationally, the Democratic contenders have twice as much money as the GOP candidates.

And then there's Waterfield's sentiment: “I used to just think which Republican candidate I would support. Now I look at the Democrats more closely.”

That's Bush's biggest donation to the Democratic Party.


Letter to the Election Board Regarding Kelty Supplemental Filing

I write to request an inquiry into mayoral nominee Matt Kelty’s campaign finance report as it relates to Ind. Code Sec. 3-9-5-20.1.

Specifically, his latest CFA-4 Schedule A-1 report shows an individual contribution from Dan Turkette for $1000 on 5/3/2007 (page 12 of 133). However, there was no supplemental CFA-11 form filed for this contribution prior to the primary election on 5/8/2007. There was a large contribution from John Tippmann on the same day and that contribution did make its way into a CFA-11 before the election. It is my understanding that under state law any contribution of $1000 or more that comes after the CFA-4 deadline, but more than 48 hours before the election, must have a CFA-11 supplemental report.

I am writing to formally request that the election board investigate this matter and issue their opinion.

Matt Kelty Violates Campaign Finance Laws AGAIN

My own investigation has found that Matt Kelty improperly reported a "large contribution" on his campaign finance report. This contribution came from none other than Dan Turkette - author of the Fort Wayne News blog.

This report clearly shows Turkette gave $1000 to the Kelty campaign on 5/3/2007 which was just before the primary election that was held on May 8. Under state law any contribution over $1000 given between the campaign finance reporting deadline and 48 hours before the primary election must have a supplemental filing - form CFA-11.

I went through all of Kelty's supplemental filings and Turkette's name did not show up anywhere. In fact, a contribution from John Tippmann that came in on the same day was reported properly in a supplemental. I even went a step further in thinking that maybe this was some sort of oversight and several contributions might not have made it into the supplemental due to some kind of paperwork error. So I made a list of every contribution that should have had a supplemental and compared that to the names on the actual supplementals that were filed. Coincidentally Dan Turkette's contribution was the only one that didn't have a supplemental.

I don't believe there is any doubt that Matt Kelty did not report Dan Turkette's contribution correctly - I've copied the relevant state statute below for those that are interested. The biggest question I would like to know is whether or not this was intentional? Could there be a reason that Kelty didn't want Turkette's contribution reported before the primary? Readers can give their own opinion on that but let's just say this does not look good for Kelty. And before everyone starts blaming Dan Turkette let's all remember that it is the responsibility of the Kelty campaign to report their contributions properly and not the one giving the contribution.

Alas, I am no expert in election law nor am I the final say so all I can do is pass my inquiry on, in writing, to the election board which I plan to do this afternoon...

Supplemental large contribution report of candidates other than candidates for state office
Sec. 20.1. (a) This section:
(1) applies only to a large contribution that is received by a candidate, the candidate's committee, or the treasurer of the candidate's committee; and
(2) does not apply to a candidate for a state office, the candidate's committee, or the treasurer of the candidate's committee.
(b) As used in this section, "election" refers to any of the following:
(1) A primary election.
(2) A general election.
(3) A municipal election.
(4) A special election.
(5) For candidates nominated at a state convention, the state convention.
(c) As used in this section, "large contribution" means contributions:
(1) that total at least one thousand dollars ($1,000); and
(2) that are received:
(A) not more than twenty-five (25) days before an election;

and
(B) not less than forty-eight (48) hours before an election.
(d) The treasurer of a candidate's committee shall file a supplemental large contribution report with the election division or a county election board not later than forty-eight (48) hours after the contribution is received.

Kelty - on the ropes

UPDATE: The following information was gleaned from the Fort Wayne News-Sentinel (10/20/07). It has been brought to our attention that the $230 from WISE-TV was NOT a contribution to the Kelty campaign, but rather an overpayment on their commercial schedule from the primary election. WISE discovered the overpayment and sent the campaign a refund as they would any other client. The station is checking today to determine whether the campaign incorrectly reported the check as a donation, or whether the News-Sentinel just overlooked a fact.

Although a campaign-finance report filed Friday shows he has raised less than half as much money as his Democratic opponent, Republican mayoral candidate Matt Kelty isn’t worried. He’s actually upbeat.

“I am humbled and delighted,” Kelty said. “Despite all the controversy … people believe in the vision and leadership we offer in our campaign.”

Of note, the lone local Republican-elected official to contribute to the campaign was Allen County Council President Paul Moss, who gave $150. Other notable donations included $1,000 from local blogger Dan Turkette and $230 from WISE-TV.

So, in summary, Kelty is "humbled and delighted" to have the support of ONE local Republican official, an Angry White Boy, and a television station owned by a media conglomerate who unWISEly destroyed a local station's long-standing community connection by switching to new call letters (WKJ-Gee, we miss you!). William Kunkle, formerly of the Journal Gazette, must be turning over in his grave right now!

Meanwhile, back in the Summit City. . .(pause for dramatic effect and 1960's Batman style campiness) . . the "who's who" of the local Republican Party are bolting away from Kelty at breakneck speed!

Cathy Hawks, former vice-chair of the ACRP, was one of the first local Republicans to throw their support behind Tom Henry. And that support continues to this day, as evidenced by this photo:



Even local party chair Steve Shine has expressed his discomfort with the tactics employed by Matt Kelty's supporters. I applaud Steve for this stance, and wish to publicly commend him for taking the high road on this one.

Kelty paid Indianapolis-based Faulkner Strategies $6,000 for political consulting and $13,925 to Zogby International for polling. (This was the infamous poll that Kelty (surprise!) knew nothing about).


Fort Wayne Left Gets Some Ink

Kathleen Quilligan of the News Sentinel noted my contribution to Mitch Harper's campaign and asked me about it. She could've easily identified me as simply a member of the Democratic Party but chose instead to point out that I'm an author here at Fort Wayne Left. I think she made the right choice and I hope the relationship between traditional media and blogs will continue to grow:
For example, Mitch Harper, a Republican running for the District 4 City Council seat being vacated by Democrat Tom Hayhurst, received a donation from Jeff Pruitt, a Democrat who contributes to the Fort Wayne Left blog.

“I consider Mitch a friend, and he’s a blogger,” said Pruitt. “More than those things, I think he’d make a great City Councilman.”

The other half of the quote was why I think Harper will make a good councilman - something I've shared privately with many readers of this blog. Harper has experience in government and is also an advocate for open government - he supported my letter to the Public Access Counselor for example. He also wants to get more people involved in the various boards and commissions that make up local government - especially younger people. I have nothing negative to say about Chris Stewart and I have a lot of respect for the guy since he took up the seat left vacant by Charles Langley.

But since the blog was brought up, by name, in the local paper I thought I should post something about it...

Director of Downtown Improvement District is Moving On

Dan Carmody has decided to take a new job as president of the Eastern Market Corporation in Detroit.
The director of Fort Wayne’s Downtown Improvement District has resigned and will leave the organization in November.

Dan Carmody said he has accepted a new job as president of the Eastern Market Corporation in Detroit. His last day in Fort Wayne will be Nov. 16.

Although he regrets leaving Fort Wayne, Carmody said the move will give him the chance to play a role in cutting-edge urban agriculture. “To me it was just an opportunity to do some things I couldn’t pass by,” Carmody said.

Carmody had been with the group for about two years.

Fort Wayne's loss is definitely Detroit's gain. Carmody brought intelligence, realistic perspective, energy and fresh ideas to his position as head of the DID. I wish him well in his new endeavor and hope that Steve Brody and the rest of the DID board can find an equally-capable replacement...

Steve Shine Rejects AFA's Negative Ad

Republican County chairman Steve Shine has rejected the negative ad put out by the American Family Association.
Shine sent a two-page letter to Kelty outlining his concerns with the ad. In it, he wrote that the advertisement does not create a perception of the open and inclusive Republican Party he is trying to promote.

While he said he has valued the group’s support of candidates in the past, he fears the radio ad – played on a local Christian station – conveys that Republicans shun people who differ from them in certain ways.

“As someone whose roots come from a class of people once persecuted for its religious beliefs, it pains me to hear even a hint of intolerance associated with a candidate of an organization I chair,” said Shine, who is Jewish. “I will not accept intolerance, real or perceived.”

Kelty said he understands Shine is concerned with the advertisement but said he has not listened to it and knows nothing about it.

Kudos to Steve Shine for doing the right thing and condemning this ad. In a previous conversation I had with Shine, he stressed the fact that he is and always has been committed to making the local Republican party one of inclusion. Speaking out against this ad once again demonstrates his sincerity on that issue.

And just in case Matt Kelty still hasn't heard the ad I went ahead and e-mailed it him. Take a listen Matt and tell us what you think...

Campaign Finance Reports

I went down to the election board at noon and scoured through the campaign finance filings. I'm not going to bother posting every candidate's numbers but I'll include the ones that caught my eye.

Matt Kelty
Total - $313,575
Cash on Hand - 10,012.56

Ouch. Matt did better than the $200k I predicted but only has $10k left compared to Tom Henry's $300k. Several of the city council candidates have more cash on hand than Matt Kelty. Also, $45k of the amount raised is specifically earmarked for his legal defense fund. It's never good when 15% of your fundraising has to go towards criminal legal fees. Kelty did spend $45k on a TV media buy with a company called Strategic Media. I know some criticized Tom Henry for not using a local ad agency despite the fact that the one he chose is probably the premiere political ad agency in the country. So those critics should be equally dismayed that Strategic Media's address was listed in Ohio. There also seems to be some confusion about whether or not the Jehl's loaned Matt another $10k. I know Kevin Knuth was looking into this so I'll just wait and see what he comes up with.

UPDATE: I forgot to add that the Rost loan doesn't appear to be paid back as the Kelty campaign has over $100k in debt according to the latest filing

2nd District
Don Schmidt raised approximately $10k and has about $500 cash on hand. Meanwhile his opponent, Karen Goldner, raked in a huge amount of cash - $47k with $34k left. I knew Karen had been campaigning hard but this took me by surprise - nice work. Karen's run a constant grassroots campaign and also has a ton of cash to spend down the stretch. This will be an interesting race to watch.

At Large
No surprise that John Crawford raised big numbers - $143k. Crawford is known as an excellent fundraiser and the people trying to oust him had better be organized.

John Shoaff also reported an impressive $44k with $35k left. With that much money on hand we should see/hear a lot more from Shoaff down the stretch.

4th District
Chris Stewart raised an impressive $15k despite his late entry into the race which equals what his opponent Mitch Harper raised.

Libertarians
They raised some money with Doug Horner leading the way. I forgot to write his numbers down but I think it was around $2k. Libertarians Brightbill and Diaz showed $0 raised.

American Family Association Has History of Dishonest Statements

After hearing the American Family Association's commercial attacking Tom Henry I decided to do a little research and it turns out the AFA isn't the most honest organization. I know, I know, big surprise. Here's an action alert they issued this summer:

A Petition To Congress In Defense Of Religious Freedom


Be one of one million Americans willing to take a stand in defense of two of our most precious freedoms—freedom of speech and freedom of religion. Here’s why:

A California lawsuit which is now headed to the U.S. Supreme Court would make the use of the words “natural family,” “marriage” and “union of a man and a woman” a “hate speech” crime in government workplaces. The 9th U.S. Circuit Court of Appeals has already ruled in favor of the plaintiffs.

CNN and The Washington Post both reported that General Peter Pace, former chairman of the Joint Chiefs of staff, was fired because of his publicly expressed moral opposition to homosexual behavior.

A bill now before Congress (H.R. 1592 / S. 1105) would criminalize negative comments concerning homosexuality, such as calling the practice of homosexuality a sin from the pulpit, a “hate crime” punishable by a hefty fine and time in prison. This dangerous legislation would take away our freedom of speech and our freedom of religion.


You might read this and immediately think "what a bunch of crap". These points are so asinine it's hard to believe that anyone would take them seriously. But just to be safe the folks at Snopes.com exposed this pack of lies for all to read.

The AFA's ad against Tom Henry is probably inconsequential but I thought readers should at least know a little bit about the integrity of the organization behind it...

Kelty Backers go NEGATIVE

The following was just reported by the folks at ourdems.org:

Have you heard this on the radio? "Christians have an important decision to make when voting for the next mayor of Fort Wayne. There are some things that as people of faith we need to consider. . . ."

The people pushing this ad seem to assume that all Christians should think the same way they do and that those supporting Mr. Kelty are the better Christians than the rest of us. "Oh goodness", where would that kind of debate take us? Would we not be better off to look at the important issues that need to be addressed to make Fort Wayne a better city, improve the lives of citizens and encourage more and better jobs? This all gets very sad and silly as one group implys to others that they are the "better" Christians.

This is the radio ad that hits the fan. The American Family Association is the name behind the ad and it is the most dishonest message we have heard this campaign season. OK, so it is one of many. It sacrifices an important group in our community using untrue labels and prejudice as a wedge issue to divide our community. It leaves out important details to make Tom Henry look evil. Go figure how any of it deals with family values.

Family values should include ALL people in a family and all families. Frankly, for people who claim to be the only ones with the right values, this ad hits those who have loved family members who are gay or lesbian right in the gut. While the rest of America grows with a positive understanding, these people remain locked into their ignorance and prejudice. Anyone who had any doubts about Matt Kelty's willingness to go negative and use wedge issues can now see what he will do in order to become mayor. What is really sad is that the people spreading this ignorance really believe it.

You can download the mp3 of The American Family Association ad. We are fortunate that not all Christians hold the shallow and non inclusive views as this group nor do they distort past actions of their political opponents.

This ad says that " . . . As a city councilman Tom Henry repeatedly authored legislation promoting the gay rights agenda - several homosexual groups are supporting Henry . . . " Well, how often is "repeatedly" and what is their agenda anyway? Is it just to be treated equally? Doesn't sound like much a problem to me. If you or I were gay, would we support Kelty? I don't think so. If we had sons, daughters, brothers, sisters or other family members who were would we support someone who looks down on them and discriminates. Every group has an agenda or two. Give it a break because no one is trying to convert anyone.

This ad says that " . . . Kelty knows the dangers our kids face in today's sex crazed world." I am sorry, but I don't think we live in a sex crazed world. If Mr Kelty does, then I really do question his perceptions of reality. That is just crazy.

This ad says that . . . "Tom Henry REFUSED to stand with pastors, churches and families concerned about the dangers of strip clubs and adult book stores." Then it goes on to share that Republican Matt Kelty supports family values - implying that Tom Henry does not. . . Well, Tom Henry is a poster child for family values and that is shown by his own extremely large and close family. This ad twists facts, uses words intended to direct the listener's interpretation and distorts reality. The line, "concerned about the dangers of . . ." is wide open and tells us nothing - it just tries to put doubt in the voter's mind. No details, no reasons, not enough information given. I assume these businesses were operating legally and to close them down would restrict and limit business in Fort Wayne. To find out if shutting them down would limit crime we might ask the Fort Wayne Police Department - not this group. I doubt very much that a good mayor would shut down businesses just because he did not personally approve of them.

Tom Henry Rolls Out Education-Economic Development Initiatives

Tom Henry held a press conference today at the Northeast Indiana Innovation Center to talk about how he plans to continue to utilize Fort Wayne's current technological infrastructure and why the partnership between education and economic development is so important. He discussed three separate initiatives:(from the press release):
Community Learning Network. Henry will facilitate the formation of a brain-trust Community Learning Network that will bring together the expertise of our colleges and universities, high schools, Verizon, Comcast and the business community to leverage the full potential in Fort Wayne’s exceptional broadband infrastructure. The Network’s goal will be to explore new ways for our colleges and universities to create growth pipelines and advanced educational opportunities for area businesses, our workforce and local students.

Education Summit. This employer-educator conference will help to identify and establish community needs and areas of opportunity in the important interface of the education and business sectors. The event will include officials of secondary and postsecondary schools, as well as business leaders and economic and workforce development professionals. The Summit also will set the stage for future dialogue.

“Learning to Earn” Council. This regularly occurring roundtable of local education, business and economic development professionals would help perpetuate the discussions begun during the Education Summit. It also will foster the private-public partnerships that will move the community’s long-term education and economic development objectives forward, and keep this important topic at the top of the community agenda.

“We have outstanding colleges and universities in Fort Wayne,” noted Henry. “I have already talked with leaders at many of these institutions about creating a Community Learning Network to provide local employers and their employees with business-specific workshops and courses to help them succeed; and to offer college-level courses to local high school students to better prepare them for the next step in their academic careers. By building on the strengths of our institutions of higher learning and our high-tech infrastructure, we can help students, employees and employers maximize their own strengths.”

These three education-economic development initiatives highlight Henry’s commitment to several of his basic leadership principles: promoting private-public partnerships, providing responsive leadership, playing to our community’s strengths and getting the most value from every taxpayer dollar.

My Vote is In

I hate waiting in the election lines so I decided to walk down to the Election Board office in the City-County building and cast my vote today. I would encourage others to take advantage of this if you're in the downtown area - I was in and out in less than 5 minutes.

I'm not going to do city-wide endorsements here at FWL but I decided I would share with everyone who I chose to vote for.

Mayor - Tom Henry
This decision was a no-brainer. Kelty is a train wreck and I'd like to keep the city from going down the toilet. Henry has the experience, and the support of experienced people, to keep the city moving in the right direction. He'll be an honest leader and one I think we can all be proud of.

3rd District - Deb McBride
I don't have anything particularly bad to say about Tom Didier. However, he didn't support the smoking ban and he did support Harrison Square so I simply won't support him. I've had the opportunity to speak with Deb several times and I think she would make a good councilmember. Unfortunately her campaign has been very low-key so I don't think enough voters have heard her message.

At Large - John Crawford, John Shoaff, Denise Porter-Ross
John Crawford championed the smoking ban, in an election year nonetheless, and if that were the only reason to support Crawford he would still get my vote. However, Crawford has also been very willing to engage citizens in discussion of the issues and his arguments are typically well-researched and logical.

John Shoaff is the candidate I agree with more than any other candidate on city council. He was for the smoking ban and against Harrison Square. At almost every council meeting I find myself nodding in agreement when Shoaff presents his opinion on the issues.

The toughest decision for me was between Liz Brown and Denise Porter-Ross. I've had the opportunity to meet Denise and I know how hard she works to give citizens a voice in local government. Ultimately the deciding factor for me was Liz Brown's comments at the YLNI forum where she seemed to indicate that she would support the state's current property-to-income tax redistribution option. This would significantly raise my taxes and hurt many other working class families as well.

UPDATE: I forgot to include Sandy Kennedy. She is very well respected and has done a good job as city clerk. Nobody is running against her but she likely would've received my vote anyway

Kelty Cake Baker Comes Clean

Marvin Hoot has a letter to the editor today that admits his wife was the baker of the infamous Kelty birthday cake. It was a nice gesture by Hoot to publicly try and deflect some of the criticism coming from the Kelty campaign. Personally, I don't think any of the cake fallout should be blamed on the Hoots.

Every candidate is responsible for their own actions and events. The cake should've been recognized as a political liability and been removed. Kelty should've never went anywhere near it and being photographed holding the outhouse wasn't the best decision - posting the photos on the campaign website was even worse. To top it all off, when Nelson Peters called Kelty about the cake, Kelty acted like he didn't know what he was talking about.

None of these missteps can be blamed on Hoot or his wife. The blame for the cake fiasco lies squarely on the shoulders of the Kelty campaign...

Prepare For the Kelty Scorched Earth Campaign

Tom Henry's campaign finance numbers are in and they show an overwhelming success in the campaign's fundraising efforts:
Henry filed his campaign finance report Tuesday, showing his campaign raised $730,293 this year. The report lists financial activity from April 14 through Friday, during which time Henry raised $646,063.

Joe Fox, Henry campaign manager, said he is pleased with the ability of Henry to raise the money needed for the campaign.

“I think Tom’s in a very strong position,” he said.

Henry has $311,449 left to spend, and he isn’t finished raising money, Fox said.

To put Henry’s financial numbers in perspective, Mayor Graham Richard had raised $846,769 by this point four years ago with $124,501 left in the bank. Richard’s Republican challenger, Linda Buskirk, raised $601,975 that year to date and had $95,519 left to spend.

While this year’s Republican nominee, Matt Kelty, has not yet filed his report – it is due by noon Friday – campaign manager Glenna Jehl said Kelty’s kitty won’t be “nearly as lucrative” as Henry’s.

“They have obviously had great success at fundraising,” she said. “My hat’s off to them.”

You can bet that after seeing these numbers the Kelty campaign immediately went to work on their negative campaigning plans. They are going to scratch up every penny they can get to try and put on a 2-3 week media blitz to drag Henry and this city through the mud. In using this strategy they will get plenty of free media coverage for their provocative and over-the-top statements. Call it the Ann Coulter campaign, the scorched earth campaign, whatever - just recognize it when you see it.

Clearly the Henry camp needs to be ready to use some of their warchest to counter this negative push from the Kelty campaign. I have no doubt the Henry campaign is ready...

Matt Kelty Diagnosis

I am not a doctor and the only psychological "training" I have is the Psych 101 course I took as a freshman in college. But someone else I know that does have some experience in the field offered up their diagnosis of Matt Kelty's affinity for lies, half-truths and misleading statements - pseudologia fantastica:
Pseudologia fantastica is one of several terms applied by psychiatrists to the behaviour of habitual or compulsive lying. It was first described in the medical literature in 1891. The characteristics of pseudologia fantastica are: (1) the stories are not entirely improbable and often have some element of truth; (2) the stories are long lasting; (3) the stories are told for internal psychological reasons rather than external gain, and tend towards presenting the person in a good light (for example, as being fantastically brave, knowing or being related to many famous people); and (4) they are not delusional (that is, upon confrontation, the person can acknowledge them to be untrue).

More specific symptoms from the Journal of the American Academy of Psychiatry and the Law:
"These ego-boosting lies, harmless as they may seem initially, may lead to serious difficulties for the liar when discovered." (Notre Dame Football Player)

"Although many of these individuals may not have cause to seek treatment and may indeed continue to lead highly successful and productive lives, it is not uncommon for their lying to cause them hardship through clashes with the law or other authorities, with resultant adverse consequences." (Perjury and Campaign Finance Violations)

"In their work involving pathological liars, Healy and Healy observed that utterance of lies comes just as quickly and naturally as speaking truth comes to other people." (It's my money - I lead a very frugal lifestyle)

"In the final evolution of the pathological lie, it cannot be differentiated from a delusion because, to the liar, it has the worth of a real experience." (Catholic ghetto)

"An external reason for lying often appears absent and the internal or psychological purpose for lying is often unclear" (No member of the Republican Party has asked me to step down)

"The pathological liar gets himself/herself in a tight spot by lying and then tells more lies to extricate himself/herself. After a while, the only way out may be to run away to a different location." (Is Kelty's House for sale?)

But just to show that I care I've included a statement that might help shape Kelty's defense in his upcoming trial:
When pathological liars deliver obviously false testimony under oath, is it legitimate to characterize such testimony simply as perjury or do these individuals deserve better framing of their behavior to get some dispensation from being held to the usual standards of truth-telling?

Is Mark Souder Blaming Dan Turkette?

Fort Wayne bloggers are having an impact on local elections. Sometimes this is a good thing and sometimes it's not so good. In Souder's recent press release he made the following statement:
Those active in the Kelty campaign had portrayed Cathy Hawks as a terrorist, Dr. John Crawford as a Nazi, smeared the character of Ken Neumeister, and portrayed Prosecutor Richards as a witch, just to name a few.

Here at FWL we get regular visits from somebody with a House.gov IP address and I've always assumed that it was somebody within Souder's office trying to keep up with local news and opinion. I don't think it's a stretch to assume that they also read Dan Turkette's blog Fort Wayne News. It's possible that Souder was referring to that blog in his comments above - specifically the part about Cathy Hawks and John Crawford.

Good Night Nurse

The mailbox is blowing up this evening with comments and links to Mark Souder's press release where he officially withdraws his endorsement. Congressman Souder has gone out of his way to extend the news cycle on this. This is beyond politics - it's personal now. There's no way to spin this for the Kelty campaign, this is bad, bad news. The amateurs running the campaign are learning a valuable but old lesson - if you mess with the bull you get the horns. They can argue with Souder on policy positions but at the end of the day if he wants to bury you as a Republican candidate then you might as well start digging your grave. Looks like the dead body found under the GOP outhouse on the infamous Kelty cake was simply a metaphor for Kelty's candidacy...

MARK SOUDER STATEMENT

U.S. Rep. Mark Souder released the following statement this evening:

Because of a number of calls from Matt Kelty supporters asking for a clarification of my position, as well as repeated media requests, I offer the following detailed explanation. Other than the original endorsement of Nelson Peters, and the post-primary endorsement of Matt Kelty, I have initiated no other comments.

I endorsed Nelson Peters for mayor because I felt he would be a conservative mayor and he could unite the city. Nelson lost.

Because I was the senior elected Republican in the city, because I was a long-time friend of Matt Kelty, and because I shared his conservative views—after he was cleared by the election board and before he was indicted—I felt it was important to endorse him, even though few other elected Republicans have done so.

The only "pressure" I have received because of any of my comments has been from Kelty supporters. These comments have generally been accompanied by non-subtle threats to wreck my political career. No other Republican Party official or anyone opposed to Kelty has pushed me to act.

In Washington, the filing of campaign charges has been used as a political weapon to discredit opponents. Unfortunately, more often than not the charges have proven to be true. But that's not the case for them all—some have been unjustly smeared.

In my opinion, prosecutor Karen Richards had no choice but to make a referral to a special prosecutor when the case came before her. Since she had endorsed Peters, no one would have seen any decision she made as fair.

Dan Sigler, though a former Democrat prosecutor, was elected in a very conservative county (Adams) with widespread Republican support. He had long had a reputation for fairness. It would have been hard to find any current or past prosecutor who would not have been criticized by someone. Dan Sigler is about as close to non-partisan as exists in our region.

When I endorsed Kelty, I was upset that what had appeared to be a fairly cut-and-dried case was dragging on. The election board heard the basic facts. It seemed to me that the case should have been decided prior to Labor Day. I suggested that a drawn-out case, constantly trumpeted by the media, was potentially political harassment. It was suggested, and I agreed, that a good prosecutor can persuade a grand jury to indict in most cases where a legitimate debate exists. Indictment is not guilt.

Before endorsing Matt, I made it clear to him that I questioned both the cost of the Zogby poll and whether he tried to get around campaign laws. But, based on his word, I did believe that, whatever his motives were, he had followed the law. The opinion of my longtime friend Jim Bopp also helped persuade me.

When I learned the specifics of the seven felony counts and two misdemeanors, it became clear that the case was a lot more complicated than it had at first appeared. The indictments were substantial, not superficial. Two were for felony perjury. They involved two individuals associated with prominent security firms, Don Willis and Fred Rost, whose testimony convinced the grand jury that Matt Kelty had perjured himself.

Shortly after the indictments were released, Jeff Neumeyer of Indiana's News Center asked me if I regretted my endorsement. Not all of my comment was aired. I said that I gave the endorsement prior to the indictments (which was not aired), and that I didn't regret it (which was aired). In other words, I did what I felt was best at the time.

Again in September, Indiana's News Center asked me how I felt about the Republicans for Henry group since I had endorsed Matt Kelty. Once again I pointed out that I had endorsed Matt before he had been indicted (not aired), and that each Republican had to make up his or her own mind (which was aired).

Then, a week ago, Sylvia Smith of the Fort Wayne Journal Gazette, followed by Indiana's News Center and WANE-TV, asked me more directly about my endorsement and whether it remained in effect.

In addition to the above, I explained that an increasing number of defectors from the Kelty campaign claimed that people within the campaign, and the candidate himself, continued to make disparaging remarks about me and attacked my friends.

Those active in the Kelty campaign had portrayed Cathy Hawks as a terrorist, Dr. John Crawford as a Nazi, smeared the character of Ken Neumeister, and portrayed Prosecutor Richards as a witch, just to name a few.

After declining to tape a radio commercial, and after refusing all requests to support the Kelty campaign since the indictments, the Kelty campaign nevertheless mailed out my earlier endorsement without even the courtesy of asking me or the common decency even to inform me.

Each Fort Wayne voter, including myself, has to make up his or her mind about the substance of the indictments, the character of the candidates, and the importance of the issue differences.

My vote will be private. But because I had previously been one of the only elected Republican officials to endorse Matt Kelty publicly, the questions kept coming about whether that endorsement still stood. For the stated reasons, my endorsement of Matt Kelty does not stand.
